Damage Rowan Tree

I have a five foot Rowan tree that has snapped off halfway up in the storm will it regrow from the stub that’s left or will the top root if planted

Generally, it will start to branch out and regrow on its own! I don't know how much success that you will have in rooting the top, but it never hearts to try that. Here is an article that will give you more information on this tree:
