They were next to zucchini that never produced and suffered a similar but much more advanced state/fate. Any advice from the image of what it is and how to treat it? I am a new gardener. Thank you

Your soil is, heavily, infected with bacteria. This would signal that the soil remains too wet for too long, or had at one time, but had never been treated after.
You will need a fungicide, or you can solarize the bed. Personally, I would opt for a solarization with soils that are this badly infected. This will take the better part of a whole gardening season, though.
