Gardening Know How Questions & Answers - https://questions.gardeningknowhow.comThe tree is about 25 feet tall and 20 feet from a 40-foot high liquid amber elm tree. The crepe myrtle is on city property, in front of my house, and is constantly dropping leaves and doesn’t bloom. I’ve tried watering it, not watering it and giving it some Miracle Gro fertilizer. No luck. What’s my next move?

I would try treating it with a fungicide. If it is losing its leaves like that every year and not dying, it is likely a reoccurring fungus. Also, make sure to rake up and dispose of any of the fallen leaves, as the fungus can live in these and re-infect the tree later.
