crape myrtle

I live in Illinois and have a bush which is probably 30 yrs. old. For the last 25 yrs, I have cut it back to about 12 inches after the first frost (Nov. or so). My neighbor said he had cut it back for previous owner each year. Does it or does it not bloom on the old wood? Do I need to not cut it back at all; blooming is behind others I know of, so could that be why?

Also, the last 2 yrs. I have had lots of aphids and another kind of insect. What can I do to prevent this or treat it, as it makes my bush look awful and not bloom well? Thanks.
