Claret Ash losing its new growth

I have three claret ashes all in a row, planted the same time about 10 years ago. One shot up and is over double the size of the others, it goes into seasons slightly later than the others. The issue is that the new growth on this tree is falling off when the others are bushy and healthy. There is a bit of growth at the top of the tree but the rest is barren as the leaves fall off after a week of growing. Any ideas?
