Can Irish moss be dormant when shipped and look completely dead?

I ordered the Irish moss from Tn Nursery in Tennessee without checking reviews…HUGE mistake. I called first to make sure it was living and green, not dormant. They said it was beautiful but when I received it…this is what it looked like. Is this even Irish moss? They gave me the run around about it when I called and sent emails, so it’s just a lesson learned for me. What is your opinion?

It may look dead, but it is very much alive. You can repropagate that into quite a bit of moss. Keep it moist, and you will start to see life spring out of no where.
