Can I use my Garlic bulbs from last year?

I have lots of Garlic growing in my garden that I did not plant. This year I pulled it all up and collected the seeds/bulbs from the top of each plant.

Can I plant these seeds again? My concern is the garlic bulbs this year were all very small. Will they continue to be small or will they grow larger with proper care? Or should I just buy new bulbs and start over?

Generally, small cloves will produce small heads and garlic seeds are hard to get any useful heads from. I personally would start over with a new set of cloves to plant.
