Can I safely plant rose seeds in the fall (growing zone 7)

First frost here in Toronto, Ontario occurs mid October.
Seeds are advertised on Etsy and am not sure if they have been stratified.
Would my only way to get a head-start in the spring be to stratify seeds in refridgerator and sprout indoors?

Contact the people selling the seeds and ask them to confirm if the rose seeds are stratified or not. If they cannot confirm it or don't know what you are talking about, beware of buying the rose seeds! There are many rose seed scams out there, so be careful. Two, if you do buy the rose seeds and have no confirmation, the best way is to stratify the seeds in the refrigerator and start them indoors. There are many things that can happen to the seeds if planted outdoors that could damage them.
