Bush/Weed

What is the bush/weed (photos attached) and how do I kill it without killing the bulbs planted near some of them?

I am not sure what the weed is, but to kill it, you can either dig it up and try to get as much of the roots as possible, or you can cut it back to the ground and then keep cutting it every time it regrows. That will work for most plants.
