Bugs Eating My Lilies

I have had for the last two years bugs climbing onto my lilies and eating them. I have no idea what kind of bugs they are, but they are reddish. They cover the stems and the blooms and kill. I’ve tried different organic sprays but I can’t seem to kill them and they come back every year now. Any suggestions?
