Black round spots of Birds of Paradise

I have a lot of small black round spots resembling seeds. I am not sure if this is a seed or a bug. They are very tiny and there are many of them. What are they?

Seeds of a Bird Of Paradise are black with a small orange fluff attached.

See if you can get a closer look at the specks and determine if it is pests; I would lean toward that issue.

Treat the plant with Neem Oil for pests.
