black pods on peach tree limbs

We have one peach tree in our backyard. This year it has developed black pod-like things on the limbs. They are about 1/4 – 1/2″ in length and are wrapped on half of the limb. They appear to have white seeds or eggs inside them. What can we do to get rid of them? Are they bugs or worms? Will they harm the peaches and/or tree?
