Black Bugs on Tropical Hibiscus Plant

We bought 2 tropical hibiscus plants this summer and we went to bring them in because the temp was going down. One of the plants has all these real small black bugs on the flowers and leaves. The other one does not or so it appears. What are they and how do we treat? We put that plant back outside because we were not sure.

They could be a few different pests. But the best way to deal with them would be to spray down the plant with the hose and then treat it with an insecticide. I personally like neem oil.
