It is a big garden bed with the storm water pipe running diagonally across, disecting the centre where the plant is to go. Will the plant’s roots damage the storm water pipe?

Bird of Paradise develop large roots that form a ball. They are not likely to harm pipes, though you may want to avoid planting directly over or near the drains.
