Best Mulch For Veggie Garden

For the last 2 years, I have used straw to mulch around my plants but I’ve ended up with so many weeds and I think they are coming from the straw. In your opinion, what is the BEST mulch for your veggie garden?

My opinion may differ from your needs, or budget, unfortunately. I would advise doing what suits your needs, best, for your area and budget.
