There are quite a few reasons that this could have happened. My first suspect is the type of Hydrangea that it is.

There are some cultivars that are well suited for your area. If you don't see yours on the list, then chances are that yours are not suited for the area. This article will help:

If you do have one known to flower, reliably, in your zone, then it could have something to do with the type of fertilizer that you use, or if you do not feed them, then lack of nutrients can be to blame. Here is an article that will help you with feeding them:
