Basil Problem

I have planted purple basil indoors and it has germinated and is now around 1″ tall. However, I have noticed that it has not grown for nearly 2 weeks (it was planted 4 weeks ago) and also seems to being cut off at soil level. The cuttings look clean (i. e. not wilted, spotted, have visible aphids). It seems like something is cleanly cutting it at soil level. Does anyone know what this could be and how to treat it? The seeds were planted in sterile potting compost. yp

Could it be “damping off” or cutworms?

Thank you . I looked up both of these and think it may be damping off. I will start again and not overwater.

Yes, it does sound as if the seedlings are damping off. The above article will help with that.
