Aristocrat Pear Tree

I planted a 15-gallon aristocrat pear tree about 3 years ago and it has failed to grow or spread out. This tree was recommended by our city public works dept for curb strip trees in our area. It is a flowering tree but has many clusters of small fruits at the tips of the branches. Can this be hindering its growth and should I cut them off. It is watered 3 times a week and my gardener even wrapped a drip line around the bottom last year to make sure it had sufficient water. Any advice would be appreciated.

Was the tree root bound or burlap wrapped at planting?
Roots should be spread out and any wrapping removed from the roots during planting.
