Are These Spots On Canna Lilie Leaves Normal?

It doesn't look like any of the usual canna diseases, but it could be leaf scorch due to over or underwatering. It also could be a type of leaf miner. They are usually squiggly but can also appear as spots.

I would remove those leaves. Here is more:
