I have an Arbutus Unedo in my front garden, it is well over 5feet tall, well established tree front garden. I have included some leaf pictures. It appears to be a leaf fungus disease, anthracnose, or fungus-like pathogen, Phytophthora ramorum or other.
Severity will be related to how much of the foliage is affected and if it is causing branch dieback or not.
If it is affecting a small percentage of the foliage, or if it just on the older leaves, underside shaded leaves, then it may natural senescence and not of grave concern.
