As you’ve already found, this is not one of the common problems. I’m wondering if it’s aphids, or possibly a mineral imbalance. This would be the time to get analysis from someone on the spot. You can take some leaf and soil samples to the nearest county extension service, who will be able to do soil tests etc. This link will help you locate the nearest one: https://www.gardeningknowhow.com/garden-how-to/info/what-is-extension-service.htm [1]
