Zoysia Seeds

Question

I put down Zenith zoysia seeds 3 weeks ago. I live in Raleigh, NC. Since putting down seeds, there are only patches of grass (not very much), and I’m not sure if it’s the zoysia. Should I put down a starter seed fertilizer or lime to kick start germination, put down more seeds or just wait?
