zoysia grass dying

I had zoysia grass mixed with another type of grass (fescue maybe?). In my lawn, however, the zoysia never overtook the other grass as I expected. This past summer with the extreme heat and drought, the zoysia seemed to die out altogether. We did have a little rain and the other grass came back green and lush. This is opposite of what I expected. Any ideas?

You may want to increase watering and fertilize.

Zoysia does have some issues with thatch and it should be removed.
