My yucca outdoors has only bloomed once in 10 years. What can be done to encourage blooming? Does it require fertilizing with Miracle Grow or Miracid?

You don't encourage yucca to bloom. They only bloom when they're ready to. Yuccas bloom inconsistently. It is hard to say how often it will bloom because of this. You can try giving it a phosphorus rich fertilizer or add bone meal to the soil to help with blooming, but there are no guarantees.
