It is likely either a pest problem or a fungus. I am leaning towards a fungus, based on the symptoms. I would recommend treating the tree with neem oil. Neem oil will treat both fungus and pests. Here is more information on it: https://www.gardeningknowhow.com/problems/pests/neem-oil-uses.htm [1]
