Q.Young Apple Tree Not Leafing

We planted a two or three year old Red Delicious apple tree last May. The tree looked good all year and bloomed beautifully this spring. Then. . .the blooms fell off and the leaves are very small and few. We live near Richmond, VA. and it has been dry. We water the plants from our well every day. Everything else seems to be thriving in the yard. Any suggestions? Oh, the tree seems loose in the ground too.
