Yellow Bell Plant

Question

A friend of mine has some yellow bell plants all around his yard. He called me to ask about the plants having little black dots on the leaves and the leaves look eaten up.

It may be a fungus or aphids. I like neem oil as it is organic, safe for people and beneficial bugs but effective on pests. It's also an effective fungicide should this be your problem.
