Wisteria die back

Hello
We have an established wisteria plant against the east facing side of the house that started to die back when in flower during the drought in 2018. This year the whole plant except for a few runners is showing no life. Is this drought damage and if so what should I do with the main branches? Will sustained watering now bring it back or should I cut right back and just leave those living shoots that remain?

I suggest cutting the plant all the way back. The runners indicate the plant is still alive, so a good pruning may bring it back. Here's an article that will help:
