Worm or larvae killing tomatoes

The leaves on my tomato plants started curling and turning yellow. On closer inspection, I found small black/grey worms or larvae cocooned in the curls. As they eat the leaves, they turn yellow, then die. I wasn’t sure if this is a combination of the worms and a blight (it looks like blight), or if it is just the worms. They also make tiny pinholes in my tomatoes and kill them.
