Q.Wisteria Not Blooming or Leafing

I have 2 wisteria plants, one on each side of arbor. One is growing and blooming fine but the other has not even put out leaves. It looks dead, but when I break off a branch, the wood is green. Last year it bloomed and grew fine. They were both planted 7 or 8 years ago, and they get plenty of sun and drainage is good. What can I do to help it leaf and bloom? I have never fertilized them or pruned them.
