wisteria

My Japanese Double Dragon wisteria is turning yellow and the leaves are spotted. It has an arbor that it’s growing on but it seems to have stopped growing. We are in the San Francisco North Bay and our temperature is mild in winter (it doesn’t get lower then 47 at night and stays around 60 at the lowest during the day in the winter). Can you help me?

It sounds like it may have a fungus. Treat the plant with a fungicide. I like neem oil myself, as it will also deal with any pest issues the plant has and it is safe for people and pets.
