What should I do to my garden during the winter when nothing is growing, just dead?

Now would be the time to add fresh amendments, such as topsoil, compost, and dolomitic lime, and till these in. You can also solarize it, which entails covering the area with plastic so that it will heat up and kill off any infections, or weed seeds that may try to sprout.
