Wilted Leaves

I live in a city. I have 4 tomato plants in my backyard. I keep them watered very good, also I water them with Miracle Gro, once a week. But on one plant the leaves are WILTED DOWN like it’s a lack of water, but the ground around the plant is wet, and it seems to be wet clear down to the roots. Yesterday, I watered them again and the leaves recovered, leaving me to believe they lack water. By the afternoon, the leaves were all WILTED AGAIN. Wondering if you had any ideas. Rex Ryan
