Q.Offshoots of Lilac Bushes

Will the off-shoots of Lilac bushes become flower-bearing bushes, or are they just suckers? Can I dig them up and transplant them?

You can dig them up and they will eventually become flower bearing plants. It may take them a few years though to reach flowering maturity.
