Q.Will The Entire Rootstock Become The Fruit Tree, Even Below The Graft ?

The only graft that “took” was about (5) inches above the ground. What I thought were water chutes at ground level, could they have been fruit tree limbs, peach tree grafts in this case.

This could happen if your one graft does not "take" well, and the fruit that the rootstock produces may not be great. This article may be helpful:
