Q.will my desert rose come back after losing all the leaves from aphids or spider mites?
I have had the plant for about a week from the store. I checked the roots – there are no soft spots or discoloration. I noted the webbing after removing the soil and inspecting the plant.

If your plant was healthy to begin with, it has a better chance of bouncing back. Follow the cultural guidelines below and the treatment for spider mites. I think I would visit the store where you purchased the plant because it most likely was already infected when you bought it.
