Will Ground Up Camphor Tree Roots Kill My New Lawn Seed?

tried planting lawn from seed twice and nothing comes up where the tree shreddings were left to rot. Is it the soil pH ?

I would definitely take some soil samples and get them tested. You may be able to fix those areas. Here are articles about soil testing:
