yellow leaves and brown spots on buds

Two days ago the leaves on our yellow climbing rose started turning yellow and the buds drooped over and now have brown spots on them. Until this, the plant was thriving and was loaded with buds.

It sounds like either some kind of herbicide spray may have drifted over and onto the rosebush if someone was spraying weeds nearby. It also could be something was poured onto the ground that got into the root system of the rosebush. The brown spots are likely an attack by a fungus due to the rosebushes weakened state. I would check for any lower damage to the canes on the rosebush too, as some sort of damage down low on the bush would also cause the symptoms you mention to happen. If this has happened quickly I would suspect the herbicide problem or something poured on the ground that got into the rosebushes root system. If it has been a slow process, check the rosebush out real well. Looking underneath the leaves and checking out the canes of the rosebush. If you see masses of insects, webbing and/or little bugs that might just be spider mites that have wrecked havoc on the poor bush. For insects and worm damage, spraying with a good insecticide would work to gain control and then keeping the rosebush watered well should bring it back. If it is Spider Mites, you will need to spray with a Miticide to gain control. An insecticide will just kill off the spider mites natural enemies and likely cause an increase in the spider mites. If you can take a cutting or two from the rosebush to a local nursery, there should be someone there that can look at the damage and get you started on some corrective action. Time is of the essence here though, once the reaction is this far along time is not on your side.
