dogwood tree lower branches do not have blooms

Why would my dogwood tree on lower branches not have blooms? The top of the dogwood tree has flowers.

Here is an article that explains the reasons why a dogwood would not bloom. Any of these reasons would also explain partial blooming. Also – how old is your dogwood? It takes dogwoods 5-7 years from the time of planting to bloom in earnest.
