Q.Why won’t our Chinese dogwood bloom

We live in Bedford, VA and we have it planted where it gets a good bit of sun.

Is this a new planting? Dogwoods take about 3-4 years before they are of a blooming age.

If your tree is mature, then your issue could be weather related. I would give it some more time. The cold winter combined with a cold spring has delayed the onset of growth/blooms in many trees/plants this year.
