Q.Why Won’t My Blue Juniper Grow?

I have a blue star juniper I bought about 6 years ago at Home Depot and it’s no bigger today than it was when I bought it. It’s not even as bushy as it was. I had it in a flower bed in the middle of my flower bed in the front yard that received full sunlight, but it never grew. So after 3 years of being there, I moved it to a new location beside an oak tree in another flower bed and it looks pitiful after 3 years there. It has always had plenty of mulch around it and I water daily during the spring and summer and only 3-4 times during the fall. At my previous home I had junipers that looked looked luke they were on steroids they were so huge, but I can’t get their one to thrive. I am submitting a picture, but excuse the mess around it as it normally is in a ver pretty mulched flower bed, but we are having some excavating done and they have tore my flower bed to hell around my tree so I am trying to move everything. Any advice?

This tiny groundcover is VERY slow growing. Moving it stunts it further, unfortunately. Likely, it was just getting established before being moved again. After a few years of getting established, it will get a little faster if not disturbed, but it is still extremely slow growing.

It prefers things on the dry side, too, so it may not be a good companion for things that require more water.
