Q.Why isn’t my lilac blooming?

We have a bloomerang lilac. It had a few blooms this spring, but now, there seem to lots of buds but no blooms. From what I read, it should bloom is spring and start again sometime in July. It’s now October, and we have lots of buds but no blooms. Can you help? Thanks.
