Q.Why isn’t my lilac blooming

Good afternoon,
I have 4 lilac bushes planted in a row all facing Wes. Three of the four bloom just fine every year albeit more flowers would be even better. The forth on the other hand never blooms. The plant looks very health a vigorous but no blooms at all. It appears to expends its energy producing new shoots instead of producing fragrant flowers.

Any suggestions on how to make this lilac bloom?

BTW: all four bushes are about 7′ tall.
