Why Isn’t My French Lilac Blooming Very Well?

Question

The lilac is about 7 years old, and is planted in a sunny area of our flower bed. It has early beginnings of blooms, but they don’t fully bloom, if that makes sense. The soil is sandy. There are healthy little shoots I plan to transplant in the fall. Thank you for any advice you might have!
