Q.Why Is My Black Lace Elderberry Not Growing?

It gets between 6 – 8 hrs full sun, and watered regularly. Only about 2 ft high. Going into its third year

It should grow 6 to 8 feet. There may be something amiss with the soil. Have you had a soil test done? Besides a soil test, try adding compost to the soil to enrich it and loosen the soil if it is not well draining. Here is more on its care:
