Q.Why is lilac dying

A lilac planted in 2010 bloomed first year. All the other lilacs in area are blooming but this one has small flower buds and sick looking leaves. Any suggestions.

It may need fertilizing. Use a general purpose fertilizer high in phosphorus each spring. It could also have a fungus, so I would recommend treating it with a fungcide as well.
