Why Has My Lilac No Fresh Flowers, But Only Brown Dessicated Clusters?

Hello, Every year the lilac in my garden was beautiful,but now instead of the flowers there are still the brown dessicated clusters for the seeds from last year. The leaves are normal, but it hasn’t produced any flowers. Why?
