lemon tree stopped flowering and has leaf curl

Why has my lemon tree stopped flowering and developed leaf curl? My tree is probably 15 years old and has been an excellent bearer of fruit until this year. It has full sun for most of the day and I water it regularly. Usually it has fruit of various sizes and flowers on at the same time. It does and has almost always had a high weed growth around its base. The leaf curl is worrying, as it is even on what little new growth there is showing.

Citrus leaf curl can be caused by environmental issues or most likely insects.
