why don’t the blooms come out fully?

I have one regular and two Encore azaleas. They put out many buds and a few (very few) blossoms, but the majority of the buds just dry up.

This happens most often due to cold damage. It does not get cold enough to
hurt the plant, but the buds are far more susceptible to cold weather,
particularly if you get a cold snap close to when they open.

For next year, you may want to take steps to protect that plants from wind
during the winter (typically done with a burlap wrap) and also cover the
plants with cloth sheets if you expect late season frost.
