Q.Some Branches of Tree Not Leafing Out

I have one beautiful white blooming tree in my garden. That tree does not leaf out on some branches. I don’t know why it is so. There must be some definite reason for it. The tree is surrounded by so many branches and twigs of a well growing tree or other reason behind this problem, no?
